I'm trying to change my password

I'm trying to change my password on a mail account on my ipad2. Once I go to settings,mail,the fetch data icon is dim....not lit up in hard black?

It's the same thing with iCloud icon and FaceTime icon so I cannot access these.

I made this change on my iphone4 with no complications. Both have the same software update. Can someone please help
