Im using my ipad and i create a new apple id and i select my saudi store and then i cant use it on app store because its required a credit card !!
so what about other users like me that who doesnt got a credit card ???

Purchase an iTunes gift card.
do i need to buy it ,, why do i need to enter any visa or gift card ,, i dont need to buy anythings at the store !!

Read the steps carefully as the order in which you follow them is critical. Note that you can do this only when creating a new Apple ID. You cannot use an existing ID.
You will of course not be able to get anything other than the free apps without entering in some sort of payment method (credit card, prepaid iTunes card, gift certificate, etc.)

You can actually make an AppleID using https://appleid.apple.com/
That website there could be a work around without requiring a Gift Card or Credit Card.
