I got this same error number when trying to request a developer certificate from Xcode and Keychan access.

To solve this I enabled the root user account in OS X and then logged in as the root user. Then I tried again Xcode with no problems this time. I was able to save backups of the certificates so I could use them with my usual user account.

Maybe just creating another user account and logging in with it could have worked as well.
