So... "iOS 6.1 for devices that have already been shipped." Are new user's within an Enterprise/University that leverage this feature are just SOL even at the same iOS level and device version?

Due to the successful lawsuit against Apple by VirtnetX, Apple is being forced to change how VPN On Demand works on new devices, yes, and any users of such new devices will have to accept the new behavior. For more details see:

The link refers the is the original post... This is does not reflect the change that occurred yesterday (Apr 24th). How do you run an enterprise with the same device verisons/types with the same iOS version, and get different results... This is a support time bomb!
Yes, I know that that article does not reflect Apple's latest statement. I posted the link to the article to provide general background on the issue. If you think Apple should remove the capability from all devices, you can express the opinion via their feedback pages:

I have this question, too. I wish Apple would clarify that statement ("devices that have already been shipped.")
It sounds like they're preparing for the possibility that new devices will behave differently. If so... GAK!
Apparently they're planning to appeal the patent ruling, so they're probably hedging about what they may have to do. Again, you can comment to Apple on the need for further clarification via the feedback page.
