Q: Cannot access icloud, comes up with error in server after id and password entered. Why?

Can't sign in due to a server error any time I sign into any time I try to sign into Photo stream. It states Photo DStream is not enabled. So I try to sign in to Icloud to enable Photo stream  with my id and password , it won't allow me into Photo stream to enable it. Any ideas?

Sony Vaio windows 8, iOS 6.1.3
