Registering as an Apple Developer

I am 16 years old and wish to sign up as an Apple Developer (not to get paid or sell apps but to get betas and other resources). Will I be able to even though I am not 18? I don't need the paid programs, just a free one that allows me to get the SDKs and betas is iOS and OS X.

I have been learning Java for two years and want to start learning Objective C.
