Notes wont sync manually. itunes states notes are syncing in cloud

I tried using icloud and didn't like it. Ive gone back to manual with everything but notes. Itunes won't let me manually sync notes, so they arent syncing. I've gone into settings on my ipad to set notes to manually sync. It still doesnt work. I've uninstalled and reinstalled itunes, set my ipad back to factory settings, deleted the cloud software from my computer. nothing has helped. Itunes just tells me that my notes are syncing with the cloud and I can change that on my ipad. In settings under "calendar, mail, contacts" where I'm supposed to be able to change notes to manual sync, there isn't anything about syncing notes. Any ideas?
