Q: Iphone 5 w/out facetime. Is it possible just to download facetime in the apple website or go to apple store?

Currently i'm residing here in KSA in i just bought an iphone 5 but it has no facetime. My question is can if it is possible just to download the facetime in the apple website or in a apple store?

No possible. iPhones purchased in KSA have FT permanently disabled. Permanently being the keyword here.
