My iPod Touch 4G 16GB will not let me change the volume sometimes .... When i double tap the home button and swipe left twice where i can change the volume there is no dot ehich i can drag around to increase or decrease the volume.

Try listening the other way (speaker or headphones)
Try:
- Reset the iOS device. Nothing will be lost
Reset iOS device: Hold down the On/Off button and the Home button at the same time for at
least ten seconds, until the Apple logo appears.
- Reset all settings
Go to Settings > General > Reset and tap Reset All Settings.
All your preferences and settings are reset. Information (such as contacts and calendars) and media (such as songs and videos) aren’t affected.

If still problem, make an appointment at the Genius Bar of an Apple store since it appears you have a hardware problem.
In fact, I had to go through this. Try pressing the power button and the home button at the same time for 15 sec. If it still does not work, do it again. If it still doesn't work, use the power button and shut off your ipod 1-2 times. Then leave the ipod alone if it still does not work. That should work!!!
