I uploaded 8200 songs into iCloud. I can play them fine through my iPhone. How do I play them from the iCloud using my PC?

You need to activate iTunes In-The-Cloud in your iTunes settings, to see your icloud uploads! As soon as you can see your iCloud songs in your library, you should be able to play them!

In iTunes:

Preferences>Store (the Tab)>tick "Show iTunes in the Cloud purchases"
