Can't turn on Cellular Data plan

I have a 4th generation wifi w/cellular. I'm trying to access my cellular data plan but Cellular Data field in Settings is Off and greyed out. What do I need to do to turn it on? I have Verizon.

iPad, iOS 6.1.3

Here's the "How to" article for Verizon customers. Since you won't be able to get as far as step 1 (since your Cellular Data field is grayed out), go to the bottom of the article and choose one of the "Contact Verizon" options.

By the way, do you have a Verizon SIM card already installed in your iPad? If not, you'll be needing one, so you would either have to visit Verizon or have them send you a card.

Good grief, I wish the Apple salesperson had explained all that when I bought the durned thing, I thought I could just press a button and be connected. Well, maybe he did, it was 6 months ago. However, your info is very helpful, thanks.
