I deleted most of my pics and app already and when I check te iCloud storage it shows 4.75gb is available but when I deleted a pic from my camera roll it's showing iCloud storage is full and the pic will not be in recently deleted. What is this suppose to mean?

Check your current storage capacity "Settings > iCloud > Storage & Backups > Manage Storage". Here you can also delete older backups. Sometimes it takes a while until the current capacity gets displayed.
How do I delete old back ups? I've turned off all the apps I don't need to be backed up and by the looks of it, it is only my photos that is the issue which is why I thought just deleting them would help.
What made you believe that your photos were taking up your iCloud storage? The photos that go into iCloud are either from your camera roll (and you said you turned off all the apps so they wouldn't be taking up space) or from Photo Stream. Photo Stream stores your most recent 1,000 photos and this doesn't count against your storage. When you take picture number 1,001 it will automatically delete picture number 1 from your Photo Stream.
Your iCloud mail also takes up storage. You can manage this in the mail app and delete all the old emails you no longer need. Your iCloud mail can also sync with outlook and mail (on mac os) and you can archive your old emails and delete them from the server.
davidmenzel was right to recommend looking at the storage space your back ups are taking up. If you regularly sync to an itunes library you can turn off iCloud back ups and back up to your computer and you will free up a lot of space.

Because when I go to manage my storage, it says my camera roll is 4.4gb and the backup size is 4.8gb.
I hardly use icloud mail so i know i have nothing in there clogging up space.

Ok try this, go to settings-icloud-storage and backup-manage storage-select your device under backups- look toward the bottom and under "backup options" turn Camera Roll to "off" and turn off any other apps you no longer wish to back up via icloud.
I would then delete your back up and do a fresh back up and see what the size is.

I've switched it off & it now says my next back up will be 444mb & that I now have 4.5gb of free space. I've now also turned the camera roll back on & it says now my next back up will be 2.5gb. So is it fixed for now?
It would appear that you've remedied the issue. Try your next back up and see what it says after it is complete.
