i'm planning on dual booting my macbook pro 13 inch i5 variant (running OS X mountain lion / 10.8.3 )with windows 7 or windows 8. will doing this slow down the performance of my system when its booted in OS X? i mean will i still get the 7 seconds boot and the fast performances as it has right now?

If your OS X volume has got enough free space, you shouldn't notice a performance difference after installing Windows through Boot Camp. Often there are performance problems with OS X after installing Windows because the OS X volume has got little space, so just make sure you assign to Windows the amount of space you think you will need.

The Bootcamp partition and Windows are separate from OSx. You boot into one or the other. They do not impact each other. Of course, if you have no hard drive space lect after you create the Bootcamp partition then you will be affected the same as if you only had one partition and ran out of disk space.
