trying to sync ipad icloud on my pc i have windowsXP version can it be done?

Sorry but Windows XP isn't suported. You need Vista SP2 or higher in order to sync your PC with iCloud (see http://www.apple.com/icloud/setup/pc.html).
Meant to mention that you can get your iCloud email on your computer by setting up the account using these settings: http://support.apple.com/kb/HT4864. You just can't sync other data.

You don't import videos by syncing. You import them as explained here: http://support.apple.com/kb/HT4083. Sometimes they can be difficult to import if they're too large. If you run into that you may need to try using an app like PhotoSync to transfer it.
