Got any idea what you think it is supposed to be?
If it is a video file, you might try Video Lan's VLC to play it. I don't know if you can convert from VLC.

It is a file generated by a measuring device on a PC. It simply depicts a time/y-diagram.
I have learned that extension RLV is a Tacx Fortius file format. No idea what this may be.
Is it the data or a plot?
If data, it may just be a text file. Try opening with TextEdit or a spreadsheet program.
It is a plot (Y(t)). The data can be exported as .txt-files. However, using something like 400,000 lines of text on a spreadsheet is not the best choice.
