The transfer of files between devices via bluetooth is not supported and never has been supported on the iPhone, with the exception of some peer to peer apps.
That is not supported in iOS devices.

No. What I was referring to is there are a couple of applications you can get in the App store that have to be loaded onto both devices to share some information. I'm not even sure what they are, I have not used them. Generally it has to do with gaming, not file transfers.
No, and there is no reason to. If both phone's are signed into the same iTunes account, you can just download the app from the app store.
