Is there a way to put on to iCloud a file not created by an iCloud enabled Mac application so I can access via a compatible iOS App?

Title says it all.

It depends on the file type. But the bottom line is that you need an application on the mac and an app on the device that know how to pass data between them.

Or, you could always use Dropbox. If the iOS app can access Dropbox, then you can get files from mac to device easily. But it would help to know what kind of data file you are working with.
