can't get apps to rotate?

Your phone is rotation locked. Double-tap the Home button. Scroll the botom multi-tasking bar to the right. There is a box with a circular arrow, likely with a little padlock in side it. Tap it and all should be good.

Do you have the portrait view lock enabled?

All apps don't utilize portrait and landscape options - that is up to the app developer for the app .
