Yes, it's quite common for an external device such as an External Hard Drive to require more power than it can draw through a USB Hub and requires direct conection to a computer port.

I would expect it to work if the USB hub had it's own power supply.

A USB hub that doesn't have it's own power supply should only be used for low current devices such as mice and keyboards.

Can the hub be powered? That might help.

I would think I would want the backup drive direct connected, anyway. Less chance for something to go wrong.
