I have time machine on and it is now dropping off some of my files as it is full. Can I not just back up my photos and video on it instead of emails and that.

Yes you can. All you would do is go into System Prefs>Time Machine and click on "Options" then you can add anything you want to the "Exclude From Backup" list. It will take time because you don't want it to backup just about everything else however it will accomplish what you are trying to do.
VERY VERY VERY poor strategy. It would be much wiser to buy a larger capacity EHD and use TM for that. You can move your existing TM backups to the new EHD by using the instructions in Copy your Time Machine backups to a new larger drive
Yes your idea is correct as well. However for her question my answer will work too. It isn't technically wrong.
