I'm having a problem using my ipad (wifi+3g software 6.1.3) as a hotspot because the personal hotspot tab is not available ..
NB: i contacted my network provider and confirmed it is active and i also having a personal hotspot on my iphone (same network provider)
What should i do ??

try going to settings-general-reset-reset network settings.
I did it and nothing changed :(

It will not work with an iPad 2.
Also your service provider has to support 'tethering'. Your service provider may support the feature, but if it does, you may have to get them to enable tethering on your account. Some providers do not include tethering in any free download allowance, and some even charge at a higher rate.
Mine is iPad 4 wifi and cellular with ios 6.1.3 and I can't use my Personal hotspot. I can see it but I can't access it. Why pls.

Where do you see Personal Hotspot, how do you try to access it, and what happens when you try?
I see it in my settings, under Cellular data. But I just can't access it at all.
It could be that your cell provider does not allow you to tether (use Personal Hotspot) unless you purchase the ability (as an option) through your cell provider. I know for awhile, Verizon charged extra for this but then allowed it for no additional charge. Check to see if your account allows for tethering.

I just tried mine to see if it was working.
I turned on Cellular, but it didn't come on right away, then it showed the option to enable LTE, which I did.
Once this was done, the personal hotspot is no longer "greyed out" and can be turned on.
I have checked that and my account allows tethering very well. Can I send you a screenshot to see how it appears to be loading and not opening at all. Just your mail I need.
I already enabled LTE and no success on the personal hotspot.
I have tried that already and my own personal hotspot is still greyed out. I just don't know. I am using IOS 6.1.3
I can't imagine the update is the problem, but it might be.
Have you used the hotspot before?
Are your Restrictions set to OFF?
Are you able to use the hotspot on your phone right now?
I have not used my hotspot before, I just bought the iPad.
