I have used the migration assistant to transfer my iTunes library but all I see when I signed into iTunes on the new Mac is iCloud. Files are in the Finder, but not populated into iTunes.

If you have transferred the whole iTunes library, you have to tell iTunes to open that library instead of the one you had previously on the computer. To do it, open iTunes holding the Option (Alt) key and search the iTunes library you transferred
Do you happen to subscribe to iTunes Match? Try control-clicking the songs you see in the iCloud that are not on your computer and choose "Download". It may take a while if you have a large library.
Thank you!! This actually solved it but I clicked the wrong icon. So now can I delete the other user account and defunct iTunes folder?
Correct, if you had the iTunes library that you don't need now there. To delete the user account, open System Preferences > Users & Groups, choose the user you want to delete and press the - button
