Are the settings available for T-Mobile Iphone 5 LTE?

What settings are you talking about? If you have a new iPhone 5 for T-Mobile, it should just work if you're within the LTE coverage area.
Even if it didn't come with the settings, the phone would get them pushed to it over the air from T-Mobile. There is nothing you will need to do.
Any iPhone using a T-Mobile sim card will automatically get the cirrect settings pushed to it.
