I have downloaded "ICLOUD CONTROL PANEL" several times and have "RESET MY PASSWORD AND USER ID" several times. But this has NOT resulted in being able to open the control panel or load into ICLOUD. I use my e-mail address, which is xxxx@hotmail.com or xxxxxxx@icloud.com, both of which do not work? Logging into this APPLE SUPPORT COMMUNITIES seem to work but not into ICLOUD. I would really not want to reset my pw again, I'm running out of places to put all the RESETS.

Anybody have any IDEA what I'm doing wrong????? '

Are you trying to create an iCloud account on your PC and receiving an error message that the ID is a valid Apple ID but is not an iCloud ID? If so, this is because you can't create an iCloud account on a PC. You have to create the account on an iOS device or Mac (running iOS 10/7/2 or later), if you have one. After doing so, you can then use the ID to sign into the account on your PC.
