Is there a way to restore contacts from an iPhone? We got my daughter an iPhone, which populated my wife's contacts from the iCloud. She deleted many of the contacts that she didn't want on her new phone, but now my wife's contacts are gone! What now?

Time to start manually re-entering the contacts.
Before you do that, make your daughter create and use her own unique Apple ID for iCloud, which she should have been doing from the beginning.
There is no "trash can" that contacts or any content for that matter can be "un deleted" from.
Deleted contacts...any chance at recovery?
