The connection has timed out
The server at developer2.apple.com is taking too long to respond.
Please fix this, I cannot finish the development account registration.

Just paid my £60 - very excited to get an activation code.
Click on the code to get an error:
We are unable to process your request.
There was a problem redeeming your activation code. You may have redeemed this activation code already or you may be signed in with the wrong Apple ID. Please verify that you are using the same Apple ID and password you used to begin your enrollment, and try to log in again
£60 is a lot of cash to be told that you may have redeemed this activation code already!

The solution was to create a brand, spanking new Apple ID just for the developer account.
I wish I had done that as it turns out it would have been pretty convenient.

After I started this thread I called Apple customer support. On Jun 4 they emailed to say that the issue had been resolved and asked me to try completing the developer agreement again. This time it worked, using my usual account, so for me at least, the issue has been resolved.
