They said to keep trying and that it was just because lots of people were applying due to IOS7. I don't think that is the cause as this issue appears to have been going on for years according to Google posts.
Does anyone know who in Apple is capable of fixing this account issue? I'm getting to the point of asking for a refund.

Photos for MacI'm having the same thing happen. Very frustrating. I'm using the same Apple ID that I use for my personal Apple ID. That shouldn't cause any problems, should it? I've submitted a support request and will let you all know if I get any sort of resolution.

NotebooksI would create a separate Apple ID for development.
I wish I had when I started development.
Once the Apple ID is used to open a developer account, you can't change it.

Photos for MacI've already paid for the iOS developer program under this Apple ID though. Is there a way to change it without having to re-purchase?

This type of thing happens sometimes, especially during WWDC week.
Apple, like everyone else, has limited (although gargantuan) resources and they give priority to the developers who paid $5,000 to attend the conference.
It's just economics.

Jun 13, 2013 8:49 AM in response to questionfromcaby Patrick_London,I spent 30 mins waiting for them to answer the phone today - they said it is an ongoing issue. My existing AppleID is several years old and has only been used for app store/itunes until now.
They said they would refund my existing payment and for me to setup a new AppleID (with different a email address) and to try with that.

Notebooks"I seem to recall a problem with old .mac and/or .me Apple IDs.
The solution was to create a brand, spanking new Apple ID just for the developer account.
I wish I had done that as it turns out it would have been pretty convenient."
