Fresh apple id, and I am having the same issue. Apple has been very unhelpful so far. My credit card has been charged yet I can't finish my registration. All I want to do is submit my app. I hope they give me some sort of discount for all of this trouble.

I had the same problem and I send mail to apple support. One day later i completed registration and i can add apps to App Store. Try send mail. They help my so i think they can help you too.

This was golden! No deal on Safari or Chrome. I was away from my mac at the time of activation.

I have the same problem, on mac OS 10.7.5
