Help with syncing pics to laptop vs. iCloud from iPhone

Hello. My iPhone (running iOS 6.1.3) syncs my photo stream to my laptop, but I'm not sure how this works. I would like to be able to delete my photo stream from iCloud storage to save on storage space, but still have the photos backed up and saved to my laptop. Can anyone tell me how to do this?
