I deleted an app then tried to download a different app but system now won't let me? Also when reading emails the frame freezes if I tap on any attachments .

If you are still having issues after completing the rest of the steps in that article, then I would advise that you visit getsupport.apple.com and choose one of the support options to get in touch with an Apple technician to resolve your issue.
