Q: Delete all backups

My iPhone 4 hangs on wake up so I want to delete all back ups and rebuild fresh in case of corrupt files. Does anyone know who do that? I have used both iTunes and iCloud.

iPhone 4, iOS 6.1.3, Won't power on after restore
