Cellular Data Pop-up while on Wifi

Why does the Podcasts app keep asking if I want to temporarily turn on cellular data while I am connected to wifi and have it turned off in my settings? This the message I am getting:



Use Cellular Data

Would you like to temporarily turn

on Cellular Data in order to play

back this streaming episode?




This typically happens once when I start streaming a new podcast, I click Not Now and it plays the rest of the episode without incident. However, today it has popped up no less than 10 times during an hour long podcast, it is extremely annoying. I am on a reliable wifi network at work - there should not be any issues with my connection, in fact I have almost zero phone service in my office and I doubt I could get it to actually play over the cellular network if I wanted to. I prefer not to have to download episodes if I don't have to. Has anyone else noticed this happening more lately?
