Why can I not detect my iPod touch on my ipad Bluetooth search

There is nothing that can be done with it is why it cannot be found.

What are you attempting to do by pairing them?

Bluetooth on iOS devices is used to connect certain keyboards, speakers and headphones. It is not set up to connect two iOS devices together except for a few limited thing like photo beaming in iPhoto for iOS.
