Seems like since I moved my iphoto library to an external hard drive it can be painfully slow to open iPhoto. Its not so bad once it finally accesses the library. Just wondering if there's anything that I can do to help.

How is the EHD connected to your Mac?
as a test turn the internet off and launch iPhoto and see if that changes anything

Yes! No more spinning wheel and waiting for it to start up after I disconnected from the Internet. Reconnected to Internet and back to waiting on it to start up. What's that about?
Intenet access - turn off all internet services in the iPhoto preferences and then turn them on one by one till you find the ofending service

I have turned off everything I can find in iPhoto settings that has internet access, including the settings for another user that iphoto is shared with, and its still slow to start up. Not sure what else to try? Could there be an outside program or app that is accessing iphoto at start up?
Set Look up Places to Never and try again.

DId that before. Just tried again with both users settings and restarted. Problem still there.
What email accounts do you have in iPhoto?
That shouldn't cause iPhoto to slow down.
