Url and tabs on safari disappeared. Windows 7 pc, help please?

I have Safari on my windows 7 p.c., and the top tab part disappeared, I tried the ctrl-shift to make it come back, and the settings gear isn't there either. It only has my bookmarks, I would really appreciate some help. Thanks. (it looks like this, without the settings gear.
