We have this resource specifically about exporting and importing playlists into itunes, called iTunes: How to backup and restore playlists found here:

This section specifically:

Restoring playlists

Follow these steps:

1. From the File menu, choose Import.
2. Navigate to and select one of the exported playlist files on your Desktop.
3. Click Choose.
4. Repeat steps 1 through 3 for each of the playlist files that you have exported to the Desktop.

Important: Some playlist information, such as Play Count and Last Played date, is not preserved.

If you can't see the File menu click the small icon at the top left of the iTunes Window and then click Show Menu Bar, or press Ctrl+B for the same effect, or tap Alt to make the menu bar display temporarily.

It is also worth noting when reimporting saved playlists that the files must still be on the paths they were on when the playlist was exported, which may no longer be the case for files whose properties you have since tweaked, or if your media folder has since been moved or reorganized.
