Q: Blocked Calls

If Do Not Distrub feature is on, and Allow Calls From a particular group is selected, what happens when an incoming call is from a Blocked Number? I ask because my parents land line is a Blocked number (my father requested the phone company to block his number because he's paranoid). For obvious reasons, I wish my parents could reach me at anytime of the day or night.

But your father's number is not blocked on YOUR phone.  So you will still get the call.

if you have the repeated calls switch turned on, when they call for a second time within 3 minutes of their first call, it should come through

If your father does not actively disable the caller ID blocking when he dials your number (*82 on most systems) then his call will be rejected and sent to voice mail by DND. Your phone can't let it through because it has no idea who the caller is.  As amy_lou pointed out, if they call back again within 3 minutes (and you have repeated calls turned on, the second call should be allowed through... but that assumes that caller ID identifies the caller and the phone knows it's the second time they've called. You'll have to test it with his caller ID blocked to see if it behaves the same way under those circumstances.  Personally, I would hope it would continue to block it... but that's just me.

The BEST solution is make sure that he dials *82 before your phone number so that you know it's him. He can just program that into the dialing string on his phone(s) if it's too much work to dial it by hand...

Yes you are correct, his number is not blocked from calling my iPhone and I do indeed get his call. What I meant is that his caller ID is blocked and the incoming call to my iPhone registers as "Blocked" with no ID (no number no name). I also have his contact information as an entry in the iPhone's Contacts app.

I believe my only options are, as mentioned, to have my parents dial *82 prior to my number before calling or convience them to contact the land line phone service providered and disable the blocked caller ID fuction. You guys and gals are a huge help. Incredibly swift and fast with your answers. Thanks!!
