I see where I can read about best practices, but where in the world is the actual download? Do I have to pay for this? You would think that Apple would provide the link next to all the talk about best practices!

You can't. The current version is downloadable from the App Store. It's version 10.0.8. Log into the App Store with the Apple ID used to purchase the software then go to the Download page. You can also activate it from Software Update in the Apple menu.
When I use my software update on the apple menu, it says everything is updated...doesn't give prompt for updating my final cut x. i will go back into apple store, which I've done now several times, and find the download page as you suggest.
It depends if you're logged into the App Store. If not software update won't recognize you.

Open App Store and ckeck updates. If not you have not puchased it.
