Can not receive sms without data plan.

sms requires that you have a text message plan added in. Do you have that, or is your plan only for voice. If only voice, then you can't receive sms.

I had the same issues. try taking your sim card out and turn imessage on with the iphone connected to wifi and try diselecting your mobile number from the send and recieve option.

Considering that you went to a voice only plan, your only way to get text messages would actually be to turn your iMessages back ON. iMessages will use wifi instead of cellular data in order to deliver the message, so a texting plan is not required, and you won't be charged for the message. This will only work if you were texted from another iOS device, like another iphone, ipod touch, or ipad. As far as getting texts from non iOS devices, you would need a texting plan for that.

I really don't know why you turned iMessage off. Even though you don't have a data plan, you can still use iMessage when connected to WiFi, & it will automatically default to regular SMS if a data connection is not available.

Do you have (or did you have) another iDevice with iMessage enabled? If so, turn it off on that device as well.

If not, try re-enabling iMessage, then turn it back off.

Then you have your answer: Turn off iMessage & wait 90 days for the device to be dis-associated from your Apple ID.

BTW: I agree with you that this should be fixed, although yours is the first I've seen with this issue.
