I’ve noticed on my AT&T billing statement that at least once a night, around 9pm, my iPhone 4s is sending out Internet/MEdia Net data? I removed all of my purchased apps and its still sending out this data so it must be something in the phone itself.

You may have diagnostics and usage set to automatically send this may periodically use some data.
" Tapping Settings > General > About > Diagnostics & Usage will allow you to choose between Automatically Send and Don't Send. "

No that's not it. I have that setting set to "Don't Send".
Try keeping your device plugged in to power overnight to have it continue relyiing on wifi instead of data on your plan. (I vaguely recall that being an issue with higher data usage at night - but then again, my memory may be failing me.)
You are correct. That data will then be sent via Wi-Fi; however I just don’t understand why my phone is sending out this type of data anyway. What data is it and where is it going and why?
