Settings > Sounds > Sent Mail > change to None
Of course, that setting has nothing to do with the "swoosh" sound when sending an SMS, which is the OP's question.
Other than flipping the Ring/Silent switch, you can't. There is no setting to turn this off.

You can't. If you put the phone on mute (using the slider above the volume buttons) before you send, it will silence it (and all other notifications).

I was able to turn the swoosh off by changing the text alert to vibrate only. Settings -> Sounds -> Text Tone -> Vibrate Only.
Maybe there is something here I do not understand or am missing but I just changed the setting in settings/sounds/sent email to NONE and when I set a test email I didnt get the swoosh. I then changed the sound setting back to swoosh and sent another email and got the swoosh. So for me the selection of no sound for sent emails got rid of th eswoosh sound. Where am I going wrong?

That's really annoying. It's a classic Apple sound, why wouldn't they let us change it like they do all the other sounds? Literally all it needs is an extra button and a simple script. Why Apple? Why?
