If you can't spend it then you can try contacting iTunes support and ask if they can remove the balance for you : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption

I have the same issue.. I have a small amount of money credit in the account and I need to change it to be able to switch stores

One way you can get rid of it is to buy an app for .99 cent and Apple with charge your credit .46 cent to your credit card and the balance will be 0.
