You need to connect to a computer running iTunes, select the iPad from the devices in the left side bar, then in the main Summary window select Software Update. You will update to iOS 6.1.3, you cannot update to any intermediate version as they are no longer available.

If you have an iPad 1, the max iOS is 5.1.1. For newer iPads, the current iOS is 6.1.3. The Settings>General>Software Update only appears if you have iOS 5.0 or higher currently installed.

If you are currently running an iOS lower than 5.0, connect the iPad to the computer, open iTunes. Then select the iPad under the Devices heading on the left, click on the Summary tab and then click on Check for Update.

Tip - If connected to your computer, you may need to disable your firewall and anitvirus software temporarily. Then download and install the iOS update. Be sure and backup your iPad before the iOS update. After you update an iPad (except iPad 1) to iOS 6.x, the next update can be installed via wifi (i.e., not connected to your computer).

Tip 2 - If you're updating via wifi, place your iPad close to your router to preclude getting a corrupted download.

It is not completely clear what you want to do...do you want to upgrade TO iOS 7 or DID you upgrade to iOS 7 and are now having problems?

To upgrade TO iOS 7 from an iOS version lower than iOS 5, you must connect to a computer, start iTUnes and then select the iPad from the list of Devices on the left side of the iTunes window. Then select Softwarre Update.

To upgrade to iOS 7 from an iOS version 5 or greater, you can do the above, or you can be attached to a WiFi network and then go to Settings > General > Software Update and proceed to download and install the iOS 7 update.

If you updated already and have problems, say what the problem is and someone will try to help you.
