RADIUS Fallback for Unsupported Devices

I would like to setup RADIUS across my network (AirPort Extremes and AirPort Expresses), to authenticate users onto the network.

Although not all devices support RADIUS (WPA/WPA2 Enterprise), how can I connect these devices wirelessly on my network, is it possible to use MAC address filtering or similar within the RADIUS server for these devices as a fallback.

Also, I was curious what happens if the RADIUS server is unreachable, is no one able to connect to the network, or does it revert to the default WPA/WPA2 Personal settings?
