Compress video to 10mb

Hi I'm not too familiar with the best way to compress my videos. I have a 4 1/2 minute video that I need compressed to 10mb. How would be the best way to compress that without losing too much of the quality??

My tried and true method...

File - Export - Quicktime Conversion... change defalut/recent to BROADBAND HIGH... then OPTIONS

Change the size to 320x240 ((or 320x180) for 16:9)). This uses h.264 and is very nice.

Will be about 2 to 2.5 megs per minute. Then, if you are going to the web you can force the page to scale it up 2x or 1.5x with NO quality loss. Or, if you are just going to watch it on the computer you can scale it up yourself.
