Is there a way to disable incoming calls and text messages without using airplane mode?

I have cellular data turned off. I am in a place where I don't need or don't want to make or receive calls, or use cellular data, but I do have access to wi-fi for email, internet browsing, wi-fi text messages, etc.

However, I received two calls, while the above settings were intact, and incurred roaming charges, even though I didn't answer the calls.

I am also receiving text messages even when I am not connected to wi-fi.
