Message: your app store setting is austria, change to germany. How can I do this?

Change to German App Store
1. Tap "Settings"
2. Tap "iTunes & App Stores"
3.Tap "View Apple ID"
4. Enter your user name and password.
5. Tap "Country/Region."
6. Tap "Change Country/Region"
7. Select the region where you are located.
8. Tap "Done".
I live in Germany. If I have the settings german, I can't download. If I put the settings to austrian I can download !
What country is your payment method associated with? The payment method has to be associated with the country's sore you are using.
Also you can only purchases items from the country's store where you are physically located.
Are you using a VPN? That can fool the country in which you are located.
can't download apps.
