May 5, 2013 5:53 AM in response to Helsingforsby Demo,I wouldn't know if there is a time delay before it changes, I do know that there is a short delay when you change the language on the device becuse I have tried that a number of times.
Have you tried signing out of your ID in the App Store, then restart the iPad, go back to the App Store and then sign in again?

Then I signed out from App Store, and restarted the Ipad.I logged back into App Store.
Still, language in App Store is Finnish.

May 5, 2013 6:07 AM in response to Helsingforsby Demo,The last thing that I can thing of is to reboot the iPad which resets the system. Try that and see if you can go through the steps again and get it to work.
Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.

App Store still displays in Finnish.
(Language is still set to English, Region to Singapore)

May 5, 2013 6:56 AM in response to Helsingforsby Meg St._Clair,The language of the iTunes/App Stores, to the best of my knowledge, can't be changed on the user end, though that may have been true in the past. The stores are in whatever the official languages of that country are. This was also not always true in the past. It does appear to be the way Apple is going. Apparently, until recently, the Malaysian Store was in English. It is now in Malay.

I'll keep an eye on it. There have been a number of English speakers of the Malay store who've been a bit unhappy. It would be nice to have a solution for them.

1) rebooting
2) changing regional format
3) change my apple account to Singapore (I even used a singapore address)
4) login and out of app store after updating apple account to Singapore
