How do I make the arrangement tab come up under display?

When I plug in my computer to my hdmi cord with a mac converter the "arrangement" tab under display does not come up. I've tried to detect displays and upgrade my software (10.5.8) but nothing changes. The hdmi cord seems to recognize my computer is plugged in because the light on it turns on, but still nothing. How can I resolve this?
