My photo editing app requires access to my photos and so I go to privacy settings but the app is not listed at all. I have even gone into Restrictions but it wasnt there either!

What if it doesn't ask that? It just says that this app requires access to my photos and that I can adjust it in Privacy settings but the app itself does not appear in privacy settings or at the bottom of settings anywhere.
Right, Settings->Privacy->Photos-> (This page displays the list of apps requesting photo access with switches indicating whether or not access is allowed).
Problem is my app doesn't always show in this list.
When you first attempt access to photos in the app, it should generate the ability to allow or disallow access. Then it will show up under apps in Privacy and you can make changes to the settings. Until the time you either refuse or allow, it won't show up.
If you go to Settings>Privacy>Photos and the app is not listed. If you opened the app and tried to access photos and it says it couldn't, it should be listed under photos after that. Try a reset on the phone, hold the sleep/wake and home buttons together until you see the Apple logo and then release. This will have no affect on your data. After the phone reboots, see if it is listed then.

If you want access to Photos, the app is in the Settings > Privacy > Photos.
The app is not listed in Settings > Privacy.
Try just scrolling to the bottom of Settings. Certain apps with certain features are there, and not in Privacy.
Developing an app and running into this issue as well. Was there ever a resolution to getting the app to display in the privacy settings?
